Description: The primary goal of this research is to develop resources to assist FDOT and other agencies in evaluating the effectiveness of the strategies identified in Florida’s TSM&O Strategic Plan. TSM&O strategies deployed on Florida freeways and evaluated in this study include: ramp metering, dynamic message signs (DMSs), Road Rangers, and express lanes. Transit Signal Priority (TSP) and Adaptive Signal Control Technology (ASCT), strategies deployed on Florida arterials, were also evaluated in this study. Specific performance measures for each strategy were utilized to develop an index called a Mobility Enhancement Factor (MEF).
